Groundbreakers is an initiative by the City of Memphis to connect and bring developer partners to the table to share in our vision to make Memphis a thriving city - overflowing with equitable opportunities and strong neighborhoods.
This initiative is centered around collaboration with private and public partners to activate vacant properties as seeds to bring our vision for Memphis to life. We welcome nonprofit, for profit, and institutional developers that are local or national.
The City is focused on creating opportunities for development that not only build homes but produce vibrant neighborhoods that strengthen our communities. The Groundbreakers Initiative presents an open invitation to help reshape the future of Memphis. Community Redevelopment Agency of Memphis/Shelby County and City of Memphis are part of this initiative.
There are several examples of successful public/private partnerships that have realized more potential than previously imagined with some of our under-appreciated real estate assets. Groundbreakers is a program that seeks to more aggressively create a situation to accelerate the benefits of public/private development opportunities.

TILLMAN COVE
In 2016, this site contained 99 single units in severe disrepair. As of last April, it has been transformed into a new mixed-income affordable housing development with 219 units. The project also includes neighborhood commercial space and independent living units for seniors.
LIBERTY PARK
Building on the spirit of an iconic past, Liberty Park represents iconic destinations including the Simmons Bank Liberty Stadium and Tiger Lane, the Children’s Museum of Memphis, Memphis Sports and Events Center, and the Kroc Center and is growing to include a $200M mixed-use private development.
